Overview
Concerns about organizational culture, management and administrative challenges, problems with working conditions, employee demands, and political needs are all grounds for trade union activity. Many working hours could be lost as a result of these fraternity acts, thus impacting the effectiveness of the business. In most cases, trade unions represent employees in industrial relations.
What is trade Union
Employees have less bargaining power than employers when it comes to employment contracts. Employees form trade unions and present their demands to management as a collective. As a result, employees' power is increased through trade unions. Various definitions exist for trade unions.

unions are non-profit organizations formed by employees or employers
to advocate and protect their interests through collective
bargaining
Concept of Learning organization
Modern
economics has focused on the formation, development, and
implementation of strategic plans due to recent modernization
processes with new technologies within the modern business
environment, the formation of a knowledge-based economy,
intensification of business entity restructuring processes, effective
use of intellectual potential and accumulation of intellectual
capital in enterprises, and thus the revision of the conceptual
foundations of strategic planning. Recent enterprise models have
characteristics that show they maximize the concept of a learning
organization to optimize its activities.As a result of creative uses
of human skills and information, modern businesses obtain a
competitive advantage. While many firms connect with the concept of
learning organizations, not all managers understand or misunderstand
what it entails. Currently, the training organization is viewed as a
managerial tool. A contemporary organization's success depends on its
ability to recognize and pursue innovative ways of doing things

How Trade union affected to Organization
Human
Resources Employee and Labor Relations Management is responsible for
handling "Labour Relations" or "Labour-Management
Relations," which are the contacts between management and labor
unions. Industrial relations can be defined as the three-way
relationship that exists between employers, employees represented by
trade unions, and the government, which employs legislation to
address disputes between employers and employees. Industrial
relations has been characterized in a variety of ways by various
scholars

How learning organizations concept effect to organization
A
learning organization is one that requires all of its employees to be
told in order to rework both the corporate and the operating
environment. This is typically due to continuous acquisition of
information and abilities in planning, organizing, motivating, and
controlling; but, it is also due to people's preparation for
corporate management job and the development of individual managerial
skills. Acquiring new or improving current qualifications will have a
significant impact on a large group of employees' professional and
social advancement, the prestige of a brand new profession, and, as a
result, success in a variety of economic areas in such firms. It's becoming commonplace to say that the organizations that will be able
to compete consciously in the future will be those that figure out
how to harness human engagement and learning opportunities at the
most fundamental levels, as well as those whose learning rate is
faster than their environment's rate of change. One of the problems
that the modern organization poses to the employee is the continuing
need to learn, obtain information, and adapt. the idea that
individual development is characterized by change, and that learning
is a constant process of collecting new information

In the state, government sector trade unions are seen as troublemakers who refuse to evolve with the times and are largely affected by politics. In every government sector, there are dozens of labor unions that rely on political needs. The Sri Lankan government has become inefficient, low-productivity, and non-profitable as a result of this situation.

developments and political abuses behind the scenes
Conclusion
Trade unions have a negative impact on the government sector when it comes to introducing and adapting new concepts, technology, and structures since they work on a distinct agenda from the new learning culture. As a result, the vast majority of government agencies remain inefficient and underproductive.
